Binary options knesset

binary options knesset Knesset Sweeping Out Binary Options. By Shimon B. Lifkin. YERUSHALAYIM - The Knesset moved forward on legislation to extend the ban on binary &ndash options trading to overseas markets as well as within Israel on Monday, Globes said. The Knesset Reforms Committee approved a bill submitted by the Ministry of Finance and the Israel Securities Authority (ISA) amending the Securities Law that will effectively shut down the industry that has attracted so much opprobrium in recent months for unethical and criminal practices. This now cleared for second and third readings in the plenum, where it is expected to pass, and then go into effect three months from the day it is published in the Official Gazette.

The bill arms the ISA with some additional enforcement powers, and offenders will be liable to prosecution under the Prohibition of Money Laundering Law. This is because of the criminal characteristics that tend to be associated with such trading. Superintendent Gabi Biton, who commands the Israel Police Money Laundering Task Force, told the committee during recent hearings that, &ldquoIn the past few years the phenomenon has become a monster. There is huge movement of criminal elements from one kind of activity to another, and they have come to this as well.

Crime organizations involved in this area are enriching themselves massively. &rdquo Binary-options firms were also heard by the committee members. They argued that the cases of fraud cited did not reflect the industry as a whole, and were a matter of &ldquorotten apples.

&rdquo They said that the bill would have a harmful effect on legitimate Israeli trading and technology companies. Israel’s Knesset to discuss ban on binary options offering abroad – media. Israel’s legislative body, the Knesset, will discuss the eventual ban of offering of binary options abroad from the territory of the country. According to the site Finance Magnates, the “Binary Options Act” will be tabled by Israel’s Finance Minister Moshe Kachlon on June 18, 2017. It has been drafted by the finance ministry, the Israel Securities Authority (ISA) and legal experts from the parliament and the Justice Ministry.

If the law passes at the two readings in parliament, the offering of binary options to clients abroad and taking foreign will be forbidden. A breach of the law will be treated as money laundering and offenders (companies and individuals) can face various punishments, including one year in prison. The offering of binary options to people within Israel has been banned for a little over a year, but the authorities in the country have been turning a blind eye to the unscrupulous and often fraudulent binary options industry. Most likely the main reason was that it was “too big to fail”. Estimates of the industry’s turnover vary from $1 billion to $10 billion and their call centers employ thousands.

First indications that the Israeli authorities are planning to take measures against the binary options industry offering its products abroad appeared towards the end of 2016. The matter has been discussed at several committee meetings in the Knesset. At the first sign of upcoming trouble Banc de Binary – one of the largest Israeli binary options brokers – closed up shop, renounced its Cyprus license and stopped accepting clients from the EU. Considering that most binary options brokers (the regulated ones) have license from the Cyprus Securities and Exchange Commission (CySEC), the expected changes would hardly affect their business, except their call centers. Nevertheless, the new law would at least send a strong signal to them.

Israel Binary Options law to be brought for first Knesset reading next Monday June 26. LeapRate has learned that the new legislation to ban the operation of binary options brokerages in Israel will (finally) make it to Israel’s parliament, the Knesset, for a formal first reading next Monday, June 26. Israel’s parliament requires three readings of a bill before it can become law, with a formal Knesset vote usually taking place immediately after the third reading. Since the binary options legislation was first introduced to and approved by the Cabinet earlier this week, it goes to the Knesset as a Government Bill, as opposed to a private member’s bill – meaning that a preliminary reading is skipped, and that the bill has a very high chance of passing into law. Assuming that the bill gets through the three readings and a Knesset vote before the plenary’s summer break which begins July 31, it formally becomes law after three months. Meaning, that at the earliest the Israel Binary Options ban won’t formally come into effect until the end of September beginning of October.

The legislation considers the operation of a Binary Options brokerage in Israel – whether targeting Israeli or foreign clients – to be a criminal offense punishable by up to two years in prison. It will also be considered a contravention of Israel’s anti-money laundering (AML) laws, which can carry further prison time and monetary penalties. The new legislation covers the operation of any part of a Binary Options brokerage provision of software services required to run a brokerage, provision of payment services for the purposes of binary options trading, the marketing of binary options services, and of course providing any sort of customer service or contact with customers.

The bill was instigated mainly by the regulator ISA and its Chairman Shmuel Hauser. Mr. Hauser has come under a lot of pressure to “deal with” the many Binary Options scams emanating from Israel. However he has stated that the current law only gave him the authority to stop Binary Options brokers from taking Israel-based clients, not marketing abroad or even taking clients from abroad. There have been a number of outright Binary Options fraud cases which Israeli authorities have been able to pursue involving clients from abroad. However fraud is a lot harder to catch and proven than just a pure ban on marketing to or taking clients.

The new legislation will formally ban Israel-based Binary Options brokers from taking foreign clients, or marketing or providing other Binary Options related services to foreign clients. In the build-up to the law’s passing, quite a number of Israel-based Binary Options brokers have either shut down, the most visible being Banc de Binary, or moved their operations physically out of the country. Popular landing spots for these companies have included Cyprus, for those handful of brokers which are CySEC regulated, as well as Bulgaria, Romania, Ukraine and Latvia.

The ISA has also taken steps to tighten its grip on the Forex brokers in the country. The ISA introduced last year a required Forex Dealer license for brokers which take Israeli clients, and has handed out six of the licenses to date. The full text of the bill being sent to the Knesset for first reading next Monday can be seen on the Knesset website here (pdf, in Hebrew only).

As Knesset prepares to vote on binary options ban, more tragedies emerge. Simona Weinglass is an investigative reporter at The Times of Israel. As the Knesset prepares to vote M onday on the first reading of a bill that would outlaw the entire binary options industry, The Times of Israel has been contacted by friends and relatives of two people overseas alleging that they were duped by fraudulent Israel-based binary options dealers and that this led to their deaths. Binary options is a multi-billion-dollar, widely fraudulent, Israel-based enterprise, employing thousands of Israelis, whose activities have been exposed in a series of articles by The Times of Israel since March 2016. Last Sunday, a bill seeking to outlaw the industry, which has flourished with almost no intervention by law enforcement for a decade, was approved by the cabinet.

On Monday, it goes for the first of three readings in the Knesset. In January 2017, the Times of Israel reported the case of Frederick Turbide, a Canadian businessman driven to take his own life after losing his life’s savings to an Israel-based company called 23Traders. (In a response at the time, 23Traders said this claim was “absolutely false.) Fred Turbide’s tragedy was not an isolated case. The Times of Israel heard last week from the devastated husband of a 32-year-old woman in Singapore, the mother of a 3-year-old child, who said she took her own life last month, six months after losing a five-figure sum to Option.

FM, a now-defunct binary options website. The Times of Israel also heard from a friend of a woman in Italy who said she fell into a depression and died after losing money to Strongoptions. com.

The man from Singapore, who asked not to be identified because he has told family members that his wife died of natural causes, said that the family’s troubles began in April 2016 when he was diagnosed with rare type of cancer and underwent major surgery. “Right now I’m still recuperating and wearing a nasogastric tube to feed myself,” he told The Times of Israel in an email. The husband, A., who until recently worked in the construction business, said he only pieced together what had happened after his wife’s death. In the weeks since she died, A. went into his wife’s email account and saw that between June and October 2016 she exchanged emails with thee brokers at Option.

FM, who called themselves Daniel Sharp, Kevin Bloom and Glenn Moore. (Fraudulent Israeli binary options companies ostensibly offer customers worldwide a potentially profitable short-term investment, but in reality — through rigged trading platforms, refusal to pay out, and other ruses — these companies fleece the vast majority of customers of most or all of their money. The fraudulent salespeople routinely conceal where they are located, misrepresent what they are selling, and use false identities, so these are most likely not the real names of the brokers.) In her emails, which the woman’s husband shared with The Times of Israel, she tells the brokers that she desperately needs money for her husband’s medical treatment and seems to be reassured by the notion that her trades are “insured.

” After depositing over $10,000 into her account at the urging of “Daniel Sharp” and quickly losing it all, the woman is contacted by “Kevin Bloom” who promises to help recover her “losses” if she only deposits another $4,000. The woman, who repeatedly tells her brokers how financially strapped she is, manages to scrape together $3,000, which her husband now believes was borrowed money. Soon enough, she loses most of the additional $3,000 she put in to recover her original $10,000. She sends an email to Option. FM “At this point, I want you to refund what I have deposited cos it’s not my fault why I lost everything.

It is your well trained account managers who gave me instructions to place the trades. Your analyst and signals are all rubbish if all trades will be lost. ” In reply to this email, Glen Moore wrote, “Considering the gravity of your allegations we have done an in‐depth review of your account and can confirm you have received all the ministrations as provided by Option.

FM. However, Option. FM would like to resolve the dispute and keep all its traders happy by offering you a refund of USD 3500.00 to be returned to your credit card.” To this the woman replied, “the ministration you are talking about is not extended on me. I have discussed with your account managers my goal why I am investing (for my husband’s treatment). The promise of help is just a facade for me to deposit big sum and get trapped in the end.

” Ultimately, the woman appears to have accepted the $3,500 refund (out of the over $13,000 she deposited in total). But according to her husband, the money she used to trade had been borrowed from banks. After her final correspondence with Option. FM in October 2016, the woman, an exercise studio instructor, fell into a spiral of debt from which she could not recover, according to her husband.

“The money that my wife used in that binary trading was loan money from banks. After she was scammed in order to pay that loan, my wife took another loan from other banks and licensed credit card companies,” he said. By March of this year, buried under a growing mountain of debt, she resorted to borrowing money from loan sharks, after she received a text message offering her a loan.

She filed a report with the Singapore police, describing that interaction as it played out. But last month, her husband said, as a result of what he believes was the intense psychological pressure from the harassment by the loan sharks, she killed herself. One early morning, the husband said, he and his sister-in-law awoke to find her dead. “Seeing my son crying while looking at his mom lying on the floor was more painful than my 23-hour operation,” he told The Times of Israel.

“She had already paid her loan, but these loan sharks wanted more and were extorting her through harassment. After my wife’s death these loan sharks started to call and message us. They are now after me and my sister-in-law. They have started to harass us and even send runners to our place.

” “My wife kept all of this to herself. As a husband it is very painful to me that I did nothing to help her. If only I had known… Until now I’m still shock and trying to live one day at a time. I hope you can help me and my son to get the justice my wife deserves.” In a recent lawsuit filed by a Dutch citizen who lost money to Option.

FM, lawyers Nir Friedman and Yossy Haezrachy filed evidence to the court that Oren Shabat Laurent, the former CEO of the much-censured and recently closed binary options firm Banc de Binary, is the founder of Option. FM, although he has denied this. Friedman and Haezrachy cited a 2015 deposition before the United States Securities and Exchange Commission, in which Laurent stated, “We just started another brand called Option.

FM, it’s called a backup brand. We use it for customers from Banc de Binary who wish to have multiple accounts, who don’t want to have one account. They want to have another account. So Option. FM.” The Times of Israel reached out to Laurent for his response to the Singapore case, but had not heard back from him at time of publication.

Tragedy strikes in Sardinia. Meanwhile, The Times of Israel heard from a retired tour guide from the town of Sassari in Sardinia by the name of Antonio Sciplino, who lost about 75,000 euros to a company called financial-advice. net, an introductory broker for the website Strongoptions.

com. Sciplino wired his money to TBI Bank in Bulgaria. Sciplino, whose broker first contacted him in December 2014 and spoke educated Italian with a hint of a Roman accent, has had to go back to work as a result of losing much of his savings. He has spared no effort trying to track down his brokers, and believes that both Strongoptions.

com and financial-advice. net were based in Israel. Sciplino told The Times of Israel that he encouraged two of his acquaintances to invest in Strong Options as well. One of these, a 68-year-old woman of meager means, whom he believes lost between 15,000 and 25,000 euros, subsequently fell into a terrible depression, stopped eating and passed away.

“She was a desperate lady, she cleaned stairs for a living and had no money. You fall into the trap and they’re so clever you don’t even know you’re in the trap.” Neither Strongoptions.

com nor financial-advice. net is still operating, so The Times of Israel was not able to get a response from them, nor was The Times of Israel able to ascertain who owned Strongoptions. com. Financial-advice.

net was at one point registered to Gerard Palord of CEA FINANCE at 35 Rehov Ha’avoda, Tel Aviv. The Times of Israel could find no trace of “Gerard Palord” on the internet, and was unable to obtain a response from him. Beginning with a March 2016 article entitled “The wolves of Tel Aviv Israel’s vast, amoral binary options scam exposed,” The Times of Israel has for the past 17 months detailed the largely fraudulent Israel-based industry that has been stealing billions of dollars from hundreds of thousands of victims worldwide for the past decade. The proposed law outlawing the entire industry that goes before the Knesset on Monday would impose penalties of up to two years in prison on anyone who violates the ban.

The law would apply to anyone who “manages an online trading platform” that either sells binary options abroad or sells another financial product in a country where it lacks a license. The proposed law defines managing an online trading platform as “making strategic decisions for a company that manages the trading website” or “operating the website, including through software or hardware systems, call centers or online or telephone marketing, either directly or through a company that manages the trading website or provides services to the website.” The Israeli binary options industry has been estimated to bring in between $5 billion and $10 billion a year, to number well over 100 companies, and to employ between 5,000 and many tens of thousands of employees.

Last month, in a move that indicated the Israel Police had finally begun to tackle the multi-billion dollar global fraud, Eliran Saada, the Tel Aviv owner of a fraudulent binary options firm, was arrested on suspicion of aggravated fraud, misrepresentation, false accounting, forgery, extortion and blackmail. In recent months, in anticipation of the proposed law, several binary options companies have shut down, while many have relocated their call centers abroad, including to Ukraine and elsewhere in Eastern Europe. Criminal syndicates are behind Israel’s Binary Options industry, police tells Knesset panel. Continuing our coverage of Israel’s Binary Options Law, which this week is being debated in the Knesset’s Reforms Committee, presentations at yesterday’s meeting included riveting and quite pointed testimony from representatives of Israel’s police.

Israel’s police, which was noticeably absent from Monday’s initial debate at the committee, was indeed present on Wednesday with Police Chief Superintendent Rafi Biton speaking and making some very harsh points before the committee, chaired by Kulanu party member Rachel Azaria. Mr. Biton stated that on the one hand it has been very hard for the police to gather enough evidence in most cases for a proper prosecution, since much of the activity happened abroad – location of servers, some employees, offshore companies, and clients in places such as Arab countries where it is not really possible for Israeli police to conduct interviews, However Mr. Biton’s most harsh statements, lobbying in favour of a full ban of the Binary Options sector from the country as the currently worded bill allows, involved saying that the Binary Options industry in the country has attracted a number of ‘criminal elements’, attracted by the easy money. Newspaper Haaretz in quoting Chief Superintendent Rafi Biton In recent years the phenomenon has turned into a monster. There has been a massive movement of criminal elements that gravitate from one field to another and have now come to this.

It’s true that there are some countries that allow activities like this, like they allow prostitution, drugs, etc. But in Israel gambling isn’t permitted. It’s tremendously difficult to assemble enough evidence for filing an indictment.

They establish companies in countries where the law allows them to, and the servers they use are largely not in Israel. The victims are in Arab and other countries where it is difficult to obtain testimonies. As we reported earlier this week, the bill has already been watered down from its original intention of making it illegal for Israel-based brokerages to market or take clients from countries where the broker isn’t duly licensed. That will still be allowed, as long as the product being offered doesn’t fit the narrow description of ‘Binary Option’. We also exclusively reported that the bill will not become effective law until, at earliest, the end of January 2018.

Final presentations in the Reforms Committee are scheduled for later today. We will continue to follow this story as it develops. Unhappy with bill, Israel’s coalition chief won’t rush binary options ban to Knesset. Simona Weinglass is an investigative reporter at The Times of Israel. The Knesset Reforms Committee voted 4-0 on Monday in favor of legislation to ban the entire, widely fraudulent binary options industry from operating anywhere in the world from Israeli soil.

But with the bill now required to make its way to the Knesset plenary for second and third votes to become law — it passed its first Knesset vote 31-0 in June — the coalition chairman David Bitan (Likud), who opposes some of its provisions, is vowing not to bring it to a vote in the near future. “Why is this so urgent? ” he told fellow MKs on the panel, having arrived too late to its session Monday to try to change the terms of the bill.

“It can wait.” Were the bill to become law, operators of binary options sites would have three months to cease all activity or face up to two years in prison. Following the committee vote Monday, Bitan arrived at the session and sought to reopen the debate, but was told he had missed the opportunity.

Chairwoman Rachel Azaria (Kulanu) then urged Bitan to bring the bill for approval by the Knesset as soon as possible, but he said he had no intention of doing so. The bill has already been watered down from the original draft published in February — which in addition to a wholesale ban of binary options would have required forex and CFD companies operating from Israel to obtain licenses in the countries where they operate. Sources close to the legislation told The Times of Israel that the bill in its current form would likely gain final Knesset approval if brought to a vote. But they noted that Bitan’s stance could prove critical, since, as coalition chairman, he has the power to decide which proposed laws come before the Knesset plenary and can delay the passage of bills indefinitely if he so chooses. Bitan arrived shortly after Monday’s committee session, after the vote had been taken, after Azaria had declared the meeting over and as the room was mostly cleared out. A Likud power broker who sits on the Reforms Committee but had not attended any of the committee’s discussions, Bitan asked to make changes to the law that would allow SpotOption and other binary options platform providers to continue to operate from Israel.

Bitan was told by Azaria that it was too late, and that the bill had been voted through. Fellow committee member Haim Jelin (Yesh Atid) chimed in that the law could not now be re-opened. Bitan then declared that that he would not convene the Knesset plenary to vote on the proposed law in the near future, and said he did not think passage of the binary options ban was “urgent.” In a semi-private conversation that was overheard by many of those who remained in the room after the committee meeting, MK Azaria pleaded with Bitan to convene the plenary right away to pass the bill despite the fact that the Knesset is currently in summer recess. “This law is very important,” she urged.

“Binary options is causing anti-Semitism around the world.” Soon after Azaria said this, a Knesset usher asked reporters to leave the room. But a source who remained told The Times of Israel that Bitan told Azaria and other government officials that a family prominently involved in SpotOption are leaders of the Georgian faction of the Likud Central Committee and that he needs their support to maintain his position in the Likud. The widely fraudulent Israeli binary options industry is estimated to generate between $5 billion and $10 billion a year. It has been estimated to number well over 100 companies, and to employ between 5,000 and tens of thousands of employees.

The Times of Israel began exposing the fraud in a March 2016 article entitled “The wolves of Tel Aviv Israel’s vast, amoral binary options scam exposed.” The fraudulent firms ostensibly offer customers worldwide a potentially profitable short-term investment. But in reality — through rigged trading platforms, refusal to pay out, and other ruses — these companies fleece the vast majority of customers of most or all of their money. The fraudulent salespeople routinely conceal where they are located, misrepresent what they are selling and use false identities.

Israel Police Superintendent Gabi Biton told the Reforms Committee on August 2 that Israeli crime kingpins are behind the binary options industry and that organized crime in the country has been massively enriched and strengthened as a result of law enforcement’s failure for many years to grasp the vastness of the problem. “Our eyes have been opened,” said Biton, who investigates financial fraud and money laundering. “What we’re seeing here is a massive organized criminal enterprise. We are talking about criminals at various levels of crime organizations, up to the very top.

” At Monday’s Reforms Committee meeting, the third of three held by the committee in the past week, the main topic of discussion was binary options platform providers like SpotOption, TechFinancials and Panda, and whether or not they would be allowed to continue to operate from Israel even as the firms and call centers to which they provide technology are outlawed. Representatives from SpotOption argued that they merely provide technology to binary options websites and that the bill should be changed so that their activity is not banned. Representatives of Israel’s Justice Ministry and the police said that platform providers, without naming SpotOption specifically, in fact host and operate the binary options websites and receive a percentage of each transaction, and therefore should be covered by the ban, as they will be if the law passes in its current form. MK Oded Forer (Yisrael Beytenu) had asked, in written comments on the proposed law prior to Monday’s committee meeting, to make changes similar to those being sought by lawyers for the platform providers.

He told the panel that “I think we can pass a law that does not hurt technology companies. It is possible that in six months the Israel Securities Authority will change its mind about this, but if we close something it might be impossible to re-open.” Forer likened selling binary options technology platforms to selling weapons systems. “If an Israeli company sells a weapons system to a foreign country and the country uses it for something bad, is that Israel’s responsibility? Did Israel commit a crime?

” But police superintendent Biton told the panel that the technology companies behind binary options websites do in fact participate in the websites’ questionable activities. “They run the websites and the payment processing, and also have the ability to influence the results of trades,” the police officer said. Deborah Abitbol, who as a lawyer licensed in France has access to the case files of French law enforcement’s investigations into binary options and forex companies, told the panel that according to French investigators, binary options technology platform providers have a button they can press that causes a trader on one of their websites to lose their money.

Abitbol also complained that many of the victims she represents lost their money to fraudulent Israeli forex companies and asked why the proposed law had been watered down to omit the clause requiring Israeli forex and CFD companies to obtain a license in the countries where they operate. Moshe Avrahami, the CFO of SpotOption, told the panel that he strongly rejected the insinuations he said were voiced at the meeting that his company is fraudulent and cheats customers, and he denied that there was a “secret button” on the trading platform that could be used to cause clients to lose. “They are saying that binary options technology companies allow people to cheat traders with a secret button.

I know of no such thing. Our software is fair, and trustworthy. We have passed scrutiny with the most rigorous regulators — Cysec the Cyprus securities regulator, for instance, and Japan. There is no regulator that is stricter than Japan,” he said. Drama at the committee.

At the start of Monday’s panel session, there were only two Knesset members in the room — Forer, who proposed changing the bill so that binary options “technology” companies would not be hurt, and committee chairwoman Azaria, who supported the bill with its ban encompassing platform providers like SpotOption. A source close to the legislation told The Times of Israel that the presence and absence of various MKs was no accident, but the result of a pitched behind-the-scenes battle between proponents and opponents of the proposed binary options ban. As the session got underway, with only Forer and Azaria in the room with the right to vote, it seemed as though binary options industry lobbyists might succeed in further weakening the bill to exclude platform providers like SpotOption from its provisions.

Then, Shas MK Yigal Guetta appeared and began arguing in favor of the bill in its current form. “We must not open any loopholes in this law,” Guetta declared. “This law does not threaten Israeli high-tech. If it did, we would have hundreds of Israeli high-tech companies here protesting.

The binary options platform providers are using scare tactics. I think we should go with the law the way it is now. ” A few moments later, Jelin of the opposition Yesh Atid appeared. Jelin, together with Forer, had expressed reservations about the current text of the law in comments prior to the session.

“I am here because I want to protect startups and young people developing software,” he told the panel. “I don’t want to see technology companies running away to Cyprus because binary options is regulated there and not here.” But Jelin relented after he was reassured that pure technology companies would not be affected by the law and that only companies that operate binary websites and take a percentage of their earnings would be shut down.

When Azaria called for a vote, all four Knesset members voted in favor of the binary options ban, including the provision banning technology providers. Azaria then called for a process known as revisia , in which all four Knesset members went off to a private room for half an hour and discussed possible revisions to the bill. Both Azaria and Forer told The Times of Israel that the revisia process is a procedural one that guarantees that no further revisions can be made to the law before it goes to the plenary. After these revisia discussions, all four MKs returned to the committee room and voted publicly to ensure that no further revisions could be made to the proposed law. As that vote was getting underway, MK David Bitan entered the room, accompanied by Moshe Avrahami from SpotOption.

“Here’s the sheriff,” exclaimed Ariella Malka, the administrative director of the Reforms Committee, referring to Bitan’s role as Knesset majority whip. “There’s a problem with the law,” declared Bitan. “This is what is called a last-minute development,” said Malka. Bitan motioned for Avrahami of SpotOption to come closer. Avrahami said to Azaria and the other MKs that there was a contradiction in the proposed law regarding technology companies.

“It seems there is no problem for a technology company to sell software according to the law,” Avrahami said, “but the explanatory notes prohibit it.” Azaria and a legal adviser for the Justice Ministry began arguing with Bitan. “We sat down with the Israel Securities Authority and the Justice Ministry to make sure this law doesn’t cover more than it absolutely needs to. He can sell his software, he just can’t earn money from forbidden things.” “So you want him not to earn anything?

” asked Bitan, referring to SpotOption’s Avrahami. “He can as long as he does not earn from things that are against the law,” said the Justice Ministry adviser. “Bitan, let me give you some advice,” said Jelin. “Be careful or someone will have a fit of craziness and go back to the old version of the law the one that prohibited operating forex and CFD sites without a license, and then everyone will lose.

” “The problem is,” said Avrahami of SpotOption, “that this law creates exposure to the money laundering law and the punishment is two years in jail.” “That didn’t even go into the law,” exclaimed a government official in the room. (The Times of Israel was later told that a provision against money laundering has remained intact.) “Bitan, you want to reopen the law?” threatened Jelin.

“We will go back to the original law.” “You know I am not afraid of you,” replied Bitan. Bitan then asked that the Justice Ministry’s clarification of the clause pertaining to technology platforms be put into the Knesset protocol.

A legal expert told The Times of Israel that the protocol is often used in lawsuits attempting to show that a law is self-contradictory or problematic. Bitan then stepped away from the other MKs and began arguing with Azaria about when the law would come up for a vote in the plenary. “I have had it up to here with the law against money laundering,” Bitan said.

“You can’t even do anything in this country anymore.” “That is not the issue,” said Azaria. “This is a very important law. Binary options is causing anti-Semitism around the world.” “I’m very busy,” replied Bitan.

“And I can’t bring this up during the Knesset recess. Why is this so urgent? It can wait.” Last October, the office of Prime Minister Benjamin Netanyahu, Bitan’s Likud party leader, called for a worldwide ban on binary options. Binary options knesset.

Bitan Blocks Binary Bill.

By Shimon B. Lifkin. YERUSHALAYIM - After the Knesset Reforms Committee unanimously approved on Monday a bill for a blanket ban on binary options to be sent to the plenum, passage seemed assured. Until, that is, coalition chairman David Bitan (Likud) arrived with an option of his own &mdash revisions were necessary and the bill would go nowhere without them.

Bitan had entered the picture late, after the committee had already voted for the bill 4 to 0, the session was officially over and the room was emptying out. This did not deter Bitan from insisting on changes, chiefly allowing SpotOption and other binary options companies in Israel to continue doing business with foreign customers. When told by committee chairwoman Rachel Azaria (Yesh Atid) that it was too late to re-open the discussion, Bitan said in that case he would see to it that the bill did not reach the plenary for final voting. &ldquoWhy is this so urgent?&rdquo Bitan asked.

&ldquoIt can wait.&rdquo &ldquoThis law is very important,&rdquo Azaria argued. &ldquoBinary options is causing anti-Semitism around the world,&rdquo referring to widespread reports about Israeli companies engaging in fraudulent practices associated with binary options.

The Times of Israel quoted a source who said that Bitan told Azaria that a family prominently involved in SpotOption are leaders of the Georgian faction of the Likud Central Committee who are important to his own position in the party. Israel top cop admits organized crime behind binary options, Knesset to pass bill next week. Israeli crime syndicates have been profiting from the binary options scams, Gabi Biton, a police Superintendent investigating financial fraud and money laundering told a Knesset panel, quoted by The Times of Israel.

In his speech the senior police officer admitted the authorities have failed for a long time to realize that the binary options industry was a scam and that behind it were standing organized criminal groups who profiteered from it. &ldquoOur eyes have been opened,&rdquo Biton told the Israeli MPs. &ldquoWhat we&rsquore seeing here is a massive organized criminal enterprise. We are talking about criminals at various levels of crime organizations, up to the very top.&rdquo According to Biton, the &ldquolucrative scam&rdquo of binary options attracted established organized criminal groups who saw the huge economic potential and their bosses hired professionals, foreign language speakers and payments options to help them carry out the fraud.

&ldquoIt has grown to monstrous proportions,&rdquo Biton added. &ldquoI can say that we are discovering new paths of money laundering through this crime that we were not aware of.&rdquo Biton was speaking at a Knesset panel discussing the draft bill banning the offering of binary options to clients abroad and accepting foreign clients by Israeli brokers. The bill is due to be passed by the Knesset next Monday, local media report. According to The Times of Israel, however, the final version of the bill is &ldquowatered down&rdquo and the original draft prepared by the local regulator, the Israel Securities Authority (ISA), has been weakened. To be more precise, the original was stipulating that online brokers Israel and targeting customers abroad must do so with a license from the country where they operate.

This included both binary options and other financial instruments like forex and CFDs. The final version, however, has only kept the binary options ban and has left out the other instruments. As per the media reports, this means that the binary options brokers who are currently in hot water, would simply change their business model and start offering other types of financial products. We are already seeing this with major binary options brokers with Cyprus licenses, but in practice operating from Israeli call centers who are remodeling.

In July 24option said it stops accepting new binary options clients and will start offering trading in forex and CFD instruments. A few days earlier anyoption &ndash announced it will merge with Invest. com and will focus on the offering of forex and CFDs.
